The Compendium of Gas Customer Licence Obligations regulates and controls the conduct of retailers and distributors who supply gas to residential and small business customers. The Compendium was developed to protect the interests of customers who generally have little or no market power. For this reason, the Compendium only applies to residential and small business customers who consume no more than 1TJ of gas per annum. These customers are called “small use customers”.
The Compendium is a Schedule to all gas licences and is administered by the ERA. Following the biennial review of the Code of Conduct for the Supply of Electricity to Small Use Customers, the Compendium is reviewed so that both gas and electricity customers receive the same level of protection.
The current version of the Compendium took effect on 1 July 2024.
