Goldfields Gas Transmission Pty Ltd (GGT) lodged a proposed access arrangement for the Goldfields Gas Pipeline with the Independent Gas Pipelines Access Regulator on 15 December 1999. The Regulator issued a draft decision on 10 April 2001 that did not approve the proposal.
On 6 November 2002 the Regulator advised that it would amend its draft decision on GGT’s proposal. This decision was made in repose to an August 2002 determination made by the Supreme Court of Western Australia in proceedings brought in respect of the Regulator’s decision on the proposed access arrangement for the Dampier to Bunbury Natural Gas Pipeline (the “Epic Decision”).
On 1 January 2004 the function to approve the proposed access arrangement for the Goldfields Gas Pipeline moved to the ERA.
On 29 July 2004, the ERA amended the Regulator’s draft decision and issued an amended draft decision. An addendum to the ERA’s decision was published on 26 October 2004. GGT responded to the ERA’s decision with the submission of a revised access arrangement proposal dated 17 November 2004.
On 17 May 2005, the ERA issued a final decision to not approve GGT’s revised proposal. GGT submitted an amended proposal addressing the final decision on 14 and 17 June 2005 and submitted a further proposal on 7 July 2005 to correct non-material errors in the access arrangement.
The ERA released a further final decision on 14 July 2005, which approved GGT’s amended proposal. The ERA determined the access arrangement start date as 1 August 2005.
On 2 October 2008, GGT submitted a proposed revision to the approved access arrangement to amend the Extensions and Expansions Policy. On 17 December 2008, the ERA approved this non-material revision to commence on 1 January 2009.
