DBNGP (WA) Transmission Pty Ltd (DBP) lodged its proposed access arrangement revisions for the Dampier to Bunbury Natural Gas Pipeline (DBNGP) on 1 April 2010.
On 14 March 2011 the ERA made a draft decision to not approve DBP’s proposal. DBP submitted a revised proposal in response to the draft decision on 18 April 2011. Revised versions of this proposal were submitted on 20 May, 11 August and 8 September 2011 to correct various errors. Additional supporting information was submitted by DBP in numerous submissions to the ERA.
After extensive public consultation, the ERA published a final decision to not approve DBP’s revised proposal on 31 October 2011. The ERA released an amended final decision on 22 December 2011 approving its own access arrangement to take effect from 1 January 2012.
In January 2012, DBP applied to the Australian Competition Tribunal for a review of the ERA’s access arrangement decision. The Tribunal delivered written reasons on 26 July 2012, which required the ERA to amend its decision. The amended decision and access arrangement documents were published on 5 October 2012.
