The ERA has published amendments to the Code of Conduct for the Supply of Electricity to Small Use Customers (2022) on 2 September 2025 and these amendments will come into effect on 1 January 2026. The amendments are intended to improve protections for customers by streamlining requirements for customers to register as users of life support equipment, standardising paper billing obligations with gas and water customers, and increasing the value of service standard payments to customers.
The Code regulates and controls the conduct of retailers and distributors that supply electricity to residential and small business customers.
Following a thorough review and consultation process, we amended the Code to:
- Streamline the requirements for people using Life Support Equipment (LSE), when they register or periodically confirm their need for LSE with the retailer (LSE factsheet published below).
- Embed choice for vulnerable customers, so they can choose to opt-out of the disconnection moratorium established in February 2023.
- Make administrative and other improvements:
- Prohibiting retailers for charging certain customers for paper bills.
- Requiring retailers to provide more information on suitable products or packages.
- Allowing customers to mutually agree to extend payment plans.
- Increasing the value of service payments made by retailers.
The Electricity Code Consultative Committee (ECCC) regularly assesses the suitability of the Code for the purposes of the Electricity Industry Act 2004. In December 2024, the Committee’s Final Review made 13 recommendations to amend sections of the Code.
On 5 May 2025, we released our Draft Decision proposing to amend the Code and the ECCC facilitated a public consultation process which received six submissions. On 10 July 2025, we published the ECCC’s final advice on the Draft Decision, which was broadly in support of the amendments.
The ERA’s Final Decision to amend the Code was published on 2 September 2025 (below). The amended Code commences 1 January 2026.
