DBNGP (WA) Transmission Pty Ltd (DBP) submitted its proposed revisions to the access arrangement for the Dampier to Bunbury Natural Gas Pipeline on 21 January 2005.
On 11 May 2005, the ERA made a draft decision to not approve DBP’s access arrangement proposal. DBP elected not to submit a revised proposal in response to the draft decision and hence the ERA’s final decision, published on 2 November 2005, maintained the decision to not approve DBP’s proposal submitted in January 2005.
On 30 November 2005, DBP submitted a revised access arrangement responding to the final decision. The ERA published a further final decision on 15 December 2005 to not approve this revised proposal; and drafted, approved and published its own access arrangement to become effective on 30 December 2005.
The approved access arrangement was subsequently revised in November 2006 when the ERA approved mid-period revisions to include a Speculative Investment Fund, with the revisions taking effect on 6 December 2006.
The access arrangement was revised again in June 2008 when the ERA approved mid-period revisions to amend the Access Requests and Queuing Policy, with the revisions taking effect on 11 July 2008.
A further revision was made to the access arrangement on 22 January 2010 to correct an error related to the tariff variation for 2010.
