The model service level agreement is required under the Electricity Industry (Metering) Code 2012. A model service level agreement sets out terms and conditions on which metering services will be supplied by the network operator to a user. Individual metering service level agreements between a service provider and its users are based on this document.
Western Power’s model service level agreement was first approved in March 2006.
On 13 November 2019, Western Power submitted a proposal to amend its model service level agreement.
The ERA received one public submission on Western Power’s proposed amended model service level agreement.
On 18 March 2020, the ERA published a consultation paper on Western Power’s proposed amendments to its model service level agreement.
The ERA received three public submissions on its consultation paper.
On 16 June 2020, the ERA published its draft findings on Western Power’s proposed amendments to its model service level agreement.
The ERA received three public submissions on its draft findings.
On 31 August 2020, the ERA published its final findings on Western Power’s proposed amendments to its model service level agreement.
As required under section 6.20(4) of the Metering Code, Western Power amended its model service level agreement in accordance with the ERA’s final findings and published the amended document as required under clause 6.20(4).
The amended model service level agreement took effect on 1 November 2020 and can be found on the Western Power website.

Previous reviews
In October 2017 Western Power submitted an updated model service level agreement, which revised and expanded the metering services Western Power proposes to provide, for approval by the ERA.
The ERA received one public submission on the proposed model service level agreement. On 22 December 2017, Western Power provided an updated model service level agreement in response to Synergy’s public submission.
On 7 June 2019, Western Power submitted an updated model service level agreement to reflect the approved network access arrangement.
The ERA received one public submission on Western Power’s updated model service level agreement.
On 13 November 2019, Western Power withdrew its proposal to amend its model service level agreement. Consequently, the review commenced by the ERA in October 2017 was terminated.
