Access Arrangements

The ERA has approved five Access Arrangements for the Dampier to Bunbury Natural Gas Pipeline (DBNGP) since the gas regulatory regime commenced in 2020. Preliminary processes are underway for DBNGP’s sixth access arrangement, which is expected to commence on 1 January 2026.

The process for gas access arrangement reviews has changed for DBNGP’s sixth access arrangement. There are now two key stages involved in the ERA’s decision-making process for an access arrangement: (i) Reference Service Proposal and (ii) Access Arrangement Proposal. Under the National Gas Rules, a service provider must submit a reference service proposal to the ERA 12 months before the access arrangement proposal.
