Under the Energy Coordination Act 1994, the Economic Regulation Authority (ERA) issues gas trading and distribution licences in Western Australia. Those wishing to supply gas to customers consuming less than 1TJ each year are required, if not exempt, to have a trading licence.
The ERA is responsible for the amendment of the Gas Marketing Code of Conduct, approval of Standard Form Contracts, assessment of customer related documents and the review and development of customer protection provisions.
The performance of licensees is monitored through a compliance and performance reporting regime and the completion of regular performance audits and asset management reviews. The Energy Coordination Act 1994 provides a range of mechanisms by which the ERA is able to enforce licensee compliance.
